Director of the Development Bank of the Philippines. Past Governor of the Philippine National Red Cross. Former Director-General of the Technical Education & Skill Development Authority, Mr. “Education Congressman” in the 11th Congress of the Philippines.

Professional Experience

Currently serving as Member of the Board of Directors, Development Bank of the Philippines (DBP), Dr. Liban chairs several Board Committees and represents DBP in both the National Resource Development Council and the National Development Company.

A three-termer Congressman in the 11th Congress of the Philippines, he has also served with distinction as Chairman of the Congressional Committee on Higher & Technical Education and Chairman of the Congressional Committee on Justice.

His strong advocacy on universal and quality education earned him the respect of his colleagues. Former President Gloria Macapagal-Arroyo appointed him Director-General of the Technical Education & Skill Development Authority of the Philippines.

He is a practicing Organization Development consultant and Professor of Management in the Polytechnic University of the Philippines, Development Academy of the Philippines and was Deputy Secretary-General of the Philippine Chamber of Commerce & Industry.

External Appointments

Following 30 years of volunteering, he was elected Governor of the Philippine National Red Cross, which he served for 12 years.

He has life memberships in the Young Men’s Christian Association, Boy Scouts of the Philippines and the University of the Philippines Alumni Association. He is active in the community of the Couples for Christ as Chairman of the Educational Foundation.

As a Rotarian for several decades, Dr. Liban is a multiple “Paul Harris Fellow” of Rotary International.

Education

Dr. Liban holds a Doctor of Philosophy with a major in Organization Development, as well as a Master of Arts and Bachelor Laws (LLB). Several state universities and private institutions have conferred honorary doctorate degrees, such as Doctor of Education (ED.D), Doctor of Laws (LLD), Doctor of Public Administration (D.P.A.) and Doctor of Humanities (D. Hum.).

From Harvard University’s Institute of International Development, he completed the Executive Development Program for Government and Regional Fiscal Administration.

From the International Labor Organization (ILO) in Geneva, Switzerland, he successfully pursued Labor & Social Policy Development Studies. He completed the Advanced Leadership Program from Haggai Institute in Maui, Hawaii.

His experience in educational policy-making has led to appointments of Regent at University of the Philippines, Mindanao State University, Polytechnic University, Philippines Normal University and as Trustee of Trinity University Asia.
