As a registered architect, Sam engaged for 37 years in comprehensive Facilitation & Project Management. He is currently in charge of the Project Management Office within the Guam State Government, where he implements infrastructure development programs funded by the US Compact Sector Grants Agreement.

Professional Experience

On behalf of the Guam Economic Development Authority, Sam managed the design and construction of the iconic Guam Museum for Performing Arts. He also oversaw the commissary renovation at the Andersen Air Force Base, and aided in the development of the fiber optic telecommunications infrastructure in Guam.

As District Senior Project Manager at the Los Angeles Community College, he played an active role in multiple school projects for the Bond Construction Program and State Capital Outlay Program. At the University of Southern California, Sam led a team of 200 and managed the design and construction of Residential Colleges. Further, he coordinated program requirements and oversaw the implementation of the Health Facilities Replacement & Improvement Program at the County of Los Angeles Department of Internal Services / Public Works.

As Project Management Consultant at Parsons Corporation, Sam helped procure design projects for military facilities from the Ministry of Defense & Aviation of Saudi Arabia. The project encompassed the development of an entire new city, together with airport, seaport, school and hospital facilities.

External Appointments

Samuel received an award and numerous industry recognition over the course of his lengthy and respected career. He is a respected expert in the field of Project & Facilities Management and maintains close ties with international peers and colleagues.

Education

Sam completed a Graduate Course in Construction Management from the University of Southern California after obtaining his B.Sc. in Architecture & Planning from Mapua Institute of Technology in Manila, Philippines. He received Certificate Programs in Management, Construction & Real Estate from UCLA, and a Certificate in Construction Quality Management for Contractors from the U.S. Naval Facilities Engineering Command.
